3-16 <br />The EFS identified the primary source of groundwater impacts to be landfill gas. Based on <br />the EFS's recommendations, Forward Landfill implemented the following: <br />♦ Upgrades to the landfill gas collection system, <br />♦ Improvements to the landfill cap drainage system to reduce infiltration from <br />precipitation and thereby reduce landfill gas generation, <br />♦ Placement of additional landfill final cover materials, and <br />♦ Installation of a groundwater infiltration basin to accept treated groundwater from <br />the groundwater recovery and treatment system. <br />Forward Inc. has been submitting annual Corrective Action Evaluation Reports to the RWQCB <br />that detail the progress of groundwater cleanup, including the evaluation procedures <br />previously submitted to the RWQCB. Each annual report concluded that overall groundwater <br />quality at the site was improving. The last annual Corrective Action Evaluation Report <br />reviewed was the July 27, 2011 report for the period including the third quarter 2010 <br />through the second quarter 2011, which also stated that overall groundwater quality is <br />improving. In 2009, Forward Landfill began groundwater pumping in two additional <br />extraction wells (EW -3R and EW -4) on the western section along the north Austin Unit <br />boundary to further reduce the VOC concentrations and improve groundwater in several <br />wells adjacent to these extraction wells. In the 2012 monitoring year, only trace levels of <br />VOC were reported and were attributed to landfill gas from the unlined unit WMU B. <br />3.7.8 Groundwater Wells Within One Mile <br />Groundwater within one mile of the landfill is pumped by several existing domestic, <br />industrial, and agricultural supply wells. The locations of groundwater wells within a mile of <br />the landfill are provided in Appendix D. Information on ownership and use of these wells is <br />also presented in Appendix D. Well information presented was obtained from well log files <br />from the Department of Water Resources in Sacramento, California. The on-site wells that <br />provide non -potable water to the landfill is discussed in Section 3.7.3.
