4-1 <br />40 4.0 WASTE MANAGEMENT UNITS <br />4.1 Existing Facilities <br />The Forward Landfill facility consists of WMUs, a RRF, an entrance facilities area, scales and <br />scalehouses, a landfill gas flare station, water production wells, a groundwater extraction <br />and treatment facility, sedimentation basins, and storage and support areas (i.e., office <br />trailer and maintenance buildings), as well as a hazardous materials storage locker. Future <br />permitted facilities will include additional WMUs, a wildlife preserve and floodplain, and <br />relocation of existing scales/scalehouse. It should be noted that the LFGTE facility (i.e., the <br />former Covanta plant) was shut down as of October 23, 2012. SJVAPCD has cancelled its <br />associated operating permits (see Appendix B). Additional information on the new LFGTE <br />facility is included in Section 7.5.1.1. <br />4.1.1 Permitted Waste Management Units <br />Existing Units <br />The existing Forward Landfill consists of several WMUs, as shown on Figure 9. The labeling <br />of the WMUs has occurred in conjunction with site development, and has several <br />overlapping units. <br />The first WMU established at the original Forward Landfill was an approximately 8 -acre Class <br />disposal area labeled WMU A. WMU A is located on the eastern side of the site, near the <br />main entrance facility. The unit consists of four trenches constructed in a north to south <br />orientation, with a compacted clay liner and dendritic LCRS in each trench. Hazardous and <br />designated wastes, consisting primarily of plant process waste, were disposed of in WMU A <br />from 1979 through 1984. The unit was closed in 1989 and has received post -closure <br />permits from both the RWQCB and DTSC. <br />WMUs B and B -North are Class III units encompassing a combined area of approximately <br />15 acres. The waste in WMU B consists primarily of nonhazardous solid wastes while <br />WMU B -North contains inert wastes and construction debris. WMUs B and B -North began <br />operations in the late 197Os. WMU B -North has been inactive since 1986 and WMU B is <br />inactive as well. <br />WMU C, an approximately 4 -acre Class III unit, overlies the south end of in WMU A. Since <br />WMU A is a Class I unit, a compacted clay dike was constructed along the north end of the <br />cell to separate the WMU A hazardous wastes from the WMU C nonhazardous wastes. <br />Operations began in WMU C in 1984. In 1994, the western portion of the waste in WMU C <br />was overlain by a liner and LCRS. Municipal solid waste and designated wastes were placed <br />over these liner/LCRS components.
