STANDARD PROVISIONS AND REPORTING REQUIREMENTS, JANUARY 2012 -16- <br />FOR <br />16 - <br />FOR WASTE DISCHARGE REQUIREMENTS <br />FOR DISCHARGES REGULATED BY SUBTITLE D AND/OR TITLE 27 <br />2. All monitoring systems shall be designed and certified by a registered geologist <br />or a registered civil engineer [Title 27, § 20415(e)(1)]. <br />3. All monitoring wells shall be cased and constructed in a manner that maintains <br />the integrity of the monitoring well bore hole and prevents the bore hole from <br />acting as a conduit for contaminant transport [Title 27, § 20415(b)(4)(A)]. <br />4. All sample chemical analyses of any material shall be performed by a laboratory <br />certified by the California Department of Health Services <br />[Wat. Code, § 13176(a)]. <br />5. A Detection Monitoring Program for a new landfill facility shall be installed, <br />operational, and one year of monitoring data collected from background <br />monitoring points prior to the discharge of wastes [Title 27, § 20415(e)(6)]. <br />6. Background for water samples or soil -pore gas samples shall be represented by <br />the data from all samples taken from applicable background monitoring points <br />during that reporting period (at least one sample from each background <br />monitoring point). <br />7. Sample collection procedures describing purging techniques, sampling <br />equipment, and decontamination of sampling equipment; <br />b. Sample preservation information and shipment procedures; <br />C. Sample analytical methods and procedures; <br />d. Sample quality assurance/quality control (QA/QC) procedures; <br />e. Chain of Custody control; and <br />Sample analysis information including sample preparation techniques to <br />avoid matrix interferences, method detection limits (MDLs), practical <br />quantitation limits (PQLs) and reporting limits (RLs), and procedures for <br />reporting trace results between the MDL and PQL. <br />If required by the Executive Officer, the Discharger shall modify the Sample <br />Collection and Analysis Plan to conform with this Order. <br />8. For any given monitored medium, the samples taken from all monitoring points <br />® and background monitoring points to satisfy the data analysis requirements for a <br />given reporting period shall all be taken within a span not to exceed 30 days, <br />unless a longer time period is approved, and shall be taken in a manner that <br />
