STANDARD PROVISIONS AND REPORTING REQUIREMENTS, JANUARY 2012 -23- <br />FOR <br />23 - <br />FOR WASTE DISCHARGE REQUIREMENTS <br />FOR DISCHARGES REGULATED BY SUBTITLE D AND/OR TITLE 27 <br />0 b. Discrete Retest [Title 27, § 20415(e)(8)(E) and § 204200)(1-3)]: <br />1) In the event that the Discharger or Central Valley Water Board staff <br />concludes (pursuant to paragraph 1.46.a., above) that there is a <br />preliminary indication of a release, then the Discharger shall immediately <br />notify Central Valley Water Board staff by phone or e-mail and, within 30 <br />days of such indication, shall collect two new (retest) samples from the <br />monitoring point where the release is preliminarily indicated and analyze <br />them for the constituents that caused the need for the retest. <br />2) Confirmation of a Release. As soon as the retest data are available, <br />the Discharger shall conclude that measurably significant evidence of a <br />release is confirmed if (not including the original sample) two or more <br />analytes equal or exceed their respective MDLs or if one or more analyte <br />equals or exceeds its PQL. The Discharger shall then: <br />a) Immediately verbally notify the Central Valley Water Board whether <br />or not the retest confirmed measurably significant evidence of a <br />release for the analyte at the monitoring point, and follow up with <br />written notification submitted by certified mail within seven days of <br />the verbal notification; and <br />III MR -149-00 <br />c) Add any five-year analyte that is confirmed per this method to the <br />monitoring parameter list such that it is monitored during each regular <br />monitoring event. <br />47. Verification Procedure for Analytes Detected in 10% or Greater of the <br />Background Samples. The Discharger shall use either a statistical or <br />non -statistical method pursuant to Title 27, section 20415(e)(8)(E) for all <br />analytes that are detected in 10% or greater of the background samples. The <br />Discharger shall use one of the statistical methods required in Title 27, section <br />20415(e)(8)(E) unless another method has been proposed by the Discharger in <br />a Water Quality Protection Standard Report (or equivalent report) and approved <br />by the Central Valley Water Board in a Monitoring and Reporting Program <br />pursuant to Title 27, section 20415(e)(8)(A-D)] or section 20415(e)(8)(E). The <br />method shall be implemented as follows: <br />a. Initial Determination of Measurably Significant Evidence of a Release. <br />The Discharger shall compare the value reported by the laboratory for each <br />analyte to the statistically -derived concentration limit from the most recent <br />report (Annual Monitoring Report or Water Quality Protection Standard <br />Report) that uses the approved statistical procedure. If the value exceeds <br />the concentration limit for that constituent, the Discharger shall conclude that <br />there in measurably significant evidence of a release [Title 27, § 20420(i)]. <br />
