STANDARD PROVISIONS AND REPORTING REQUIREMENTS, JANUARY 2012 -28- <br />FOR <br />28 - <br />FOR WASTE DISCHARGE REQUIREMENTS <br />FOR DISCHARGES REGULATED BY SUBTITLE D AND/OR TITLE 27 <br />e. Any person signing a document under this Section shall make the following <br />certification: <br />"I certify under penalty of law that I have personally examined and am <br />familiar with the information submitted in this document and all attachments <br />and that, based on my inquiry of those individuals immediately responsible <br />for obtaining the information, I believe that the information is true, accurate, <br />and complete. I am aware that there are significant penalties for submitting <br />false information, including the possibility of fine and imprisonment." <br />3. The Discharger shall take all reasonable steps to minimize any adverse impact <br />to the waters of the State resulting from noncompliance with this Order. Such <br />steps shall include accelerated or additional monitoring as necessary to <br />determine the nature, extent, and impact of the noncompliance. <br />4. The owner of the waste management facility shall have the continuing <br />responsibility to assure protection of waters of the state from discharged wastes <br />and from gases and leachate generated by discharged waste during the active <br />life, closure, and post -closure maintenance period of the waste management <br />units and during subsequent use of the property for other purposes. <br />5. The fact that it would have been necessary to halt or reduce the permitted <br />activity in order to maintain compliance with this Order shall not be regarded as <br />a defense for the Discharger's violations of this Order. <br />6. The Discharger shall notify the Central Valley Water Board of a material change <br />in; the types, quantity, or concentrations of wastes discharged; site operations <br />and features; or proposed closure procedures, including changes in cost <br />estimates. This notification shall be given a reasonable time before the changes <br />are made or become effective. No changes shall be made without Central <br />Valley Water Board approval following authorization for closure pursuant to the <br />site Notification of Closure [Title 27, § 21710(a)(4)]. <br />7. The Discharger shall maintain legible records of the volume and type of each <br />waste discharged at each waste management unit or portion of a unit, and the <br />manner and location of discharge. Such records shall be maintained by the <br />Discharger until the beginning of the post -closure maintenance period. These <br />records shall be on forms approved by the State Water Board or Central Valley <br />Water Board and shall be maintained at the waste management facility until the <br />beginning of the post -closure maintenance period. These records shall be <br />available for review by representatives of the State Water Board or Central <br />Valley Water Board at any time during normal business hours. At the beginning <br />of the post -closure maintenance period, copies of these records shall be sent to <br />the Central Valley Water Board [Title 27, § 21720(f)]. <br />8. In the event of any change in landowner or the operator of the waste <br />management facility, the Discharger shall notify the succeeding owner or <br />
