(Forward). As detailed in Lewis Engineering's 26 July 2013 letter to the <br />Aft RWQCB. Forward is currently utilizing cannery rinse water in its compost operations. In <br />addition, once Forward's tentative WDRs are approved, I-orward will manage cannery <br />rinse eater as part of the land application program. Also, once approved, Forward's <br />tentative WDRs will also allow for the management of leachate by leachate recirculation <br />within WMUs. Ilo"ever, as a contingency plan if cannery rinse water use in the compost <br />or future land application reaches agronomic rates, Forward is proposing to place cannery <br />rinse water in the onsite Class 11 impoundments. <br />To allow this use, Forward is submitting this Cannery Rinse Water Operations Plan. As <br />requested in the RWQCB 22 July 2013 Notice of Violation (NOV), the Cannery Rinse <br />Water Operations Plan provides a water balance describing the volumes of liquid waste <br />discharged into the impoundments and a plan to maintain sufficient capacity in the <br />impoundments for cannery rinse water, annual rainfall, and leachate. It also describes <br />management of the Class 11 impoundments to prevent odors and sludge accumulation. <br />1.0 CLASS II IMPOUNDMENTS AND AVAILABLE CAPACITY <br />There are currently two Class 11 surface impoundments at the Forward Landfill: WMU F - <br />West and WMU F -North. An additional Class II impoundment, WMU F -South, is <br />permitted but has not yet been constructed. Both Class II impoundments have 1:1 <br />(horizontal: vertical) slopes, contain a sump with a side slope riser and a double liner <br />system consisting of, from top to bottom: <br />• 60 -mil HDPE primary geomembrane <br />• Geonet <br />
