743 Kearney Street,
4VAIAUE Benicia, CA 94510
Ph.: 707 7719009
ENGINEERING Fax : 707 747 9996
September 15, 2011
Mr. Don Litchfield
Environmental Manager
Forward Landfill
9999 S. Austin Road
Manteca CA 95336
Foiivard Landfill Inc. WMU F -West Leachate Impoundment
Liner Compatibility with Cannery Wastewater
Dear Mr. Litchfield:
We have completed our review of the chemical data of the cannery wastewater for the leachate
impoundment WMU F -West located at the Forward Landfill, Manteca, CA. Based on the cannery
wastewater chemical analysis that you furnished (see Attachment 1), a review of the liner system design of'
the leachate impoundment WMU l --West indicates that it is compatible with the wastewater. The liner
system of WMU F -West consists of a composite double -liner system with a leak detection and removal
system. The liner system consists of the following components (from top to bottom):
• Primary 60 -mil thick single -sided textured I(DPE geomennbrane (GSE);
• Drainage geonet with a leak detection system;
• Secondary 60 -mil thick double -sided textured HDPE geomembrane (GSE);
• Geosynthetic clay liner (G(I.), manufactured by GSI -, and
• Prepared subgrade.
GSE geomembranes are made of high quality, virgin polyethylene which demonstrates excellent chemical
resistance, making it the liner material of choice for such applications. The impoundment liner system is
designed to be compatible with the cannery wastewater chemistry, and no degradation is expected.
This document and all attachments were prepared in accordance with a system designed to assure that
qualified personnel properly gathered and evaluated the information submitted. Based on ►ny enquiry of
those persons directly responsible for gathering the information, the information submitted is, to the best of
►ny knowledge and belief, true, accurate, and complete.
Please call me if there are any questions regarding this letter.
Sincerely,
VALUE ENGINEERING
Sunil Kni PhD, PE, GE
Principal Engineer
www.vaIuengineering.us
