Quarterly Progress Report-Fourth Quarter 2015 <br /> Austin Road Unit,Forward Landfill <br /> is volume), balance gas (percent by volume), flow rate (scfm), inlet pressure, outletpressure, gas <br /> temperature at the inlet and outlet, and equivalent British Thermal Units(BTUs) consumed.The <br /> landfill gas collection and destruction system undergoes periodic maintenance to re-balance <br /> the collection vacuums to produce the highest percentage of landfill gas (e.g., methane) and to <br /> minimize the collection of oxygen. <br /> According to SCS, the landfill gas collection and destruction system experienced 164.5 hours of <br /> downtime during the fourth quarter 2015. A tabular summary of the downtime and the <br /> monitoring results for individual landfill gas extraction points during the fourth quarter 2015 <br /> are presented in Attachment C. <br /> Based on information provided by SCS, the landfill gas extraction and destruction system <br /> operated at approximately 1,251 to 3,005 cubic feet per minute during the fourth quarter 2015. <br /> This is equivalent to about 1,801,440 to 4,327,200 cubic feet per day. Based on the data <br /> presented in the June 26, 2015 Annual Compliance Emissions Test Report prepared by Blue Sky <br /> Environmental, Inc., Flare A-2 destroys an average of 20.1 lbs./hour of non-methane organics, <br /> and back-up Flare A-1 destroys an average of 17.6 lbs./hour of non-methane organics. Non- <br /> methane organics are considered equivalent to VOCs. During the period of October 1 through <br /> December 31, 2015, Flare A-2 operated approximately 2,043 hours out of a possible 2,208 <br /> hours (93% operational rate).
