Water Quality Monitoring Report
Forward Landfill
1.5 Landfill Gas Monitoring
In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field
Services (SCS) conducts quarterly monitoring of perimeter gas probes and on-site
structures at the Forward Landfill. During the second quarter 2015 monitoring period,
no methane gas exceeded the regulatory limit of five percent by volume in perimeter
gas probes and no on-site structures were in excess of 1.25 percent methane by volume
in air. As part of the CAP, Forward operates a landfill gas (LFG) extraction system to
control LFG emissions (i.e. source control). SCS performs the operations and
maintenance (O&M) for the LFG extraction system and blower/flare station (BFS).
Summary tables for the BFS and LFG extraction wells, and the second quarter 2015
perimeter LFG monitoring probe and on-site structure testing report are presented in
Appendix B. During the second quarter 2015 monitoring period SCS reported 43.3 hours
of downtime for the BFS. Based on the BFS data and 2015 Annual Compliance Emissions
Test Report prepared by Blue Sky Environmental, Inc., the LFG extraction system
removed approximately 43,034 pounds of VOCs for the second quarter 2015 (Herst,
2015). A summary of the LFG and destruction system operations and maintenance for
the second quarter 2015 are presented in Appendix C and the semiannual analytical
results for LFG analyses is presented in Appendix F. Tabulated analytical results for the
first semiannual LFG sampling event will be provided under separate cover in the
forthcoming TO-15 sampling and analysis summary report.
1.6 Cannery Waste Land Application Monitoring
Cannery waste and land application monitoring (CWLAM) and groundwater analytical
results for the CWLAM detection monitoring system are presented in Section 3.1.6.
Inspection logs, weekly total mass nitrogen application, representative soil samples
from the CWLAM area, and composite waste sample analytical results for the CWLAM
are presented in Appendix D
2.0 FORWARD UNIT
2.1 Water Quality Monitoring
2.1.1 Sampling and Laboratory Analyses
During the second quarter 2015, Del-Tech Geotechnical Support Services (Del-Tech)
measured depth-to-water (DTW) from all Forward Unit wells on May 19, 2015. Samples
were collected from all Forward Unit wells on May 19 and 20, 2015, and from domestic
well DW-9690 on May 12, 2015; soil-pore liquid samples were collected from suction
lysimeter LY-BG-1 and from pan lysimeter WMU-D01N on June 16, 2015. Of note,
surface water monitoring stations were reported dry during the monitoring period.
M:\2015.0014\FA 2Q15.docx 4
7/31/2015, Rev.0
