Quarterly Progress Report — Second Quarter 2015 Austin Unit. Forward Landfill Page 3 volume), carbon dioxide concentration (percent by volume), balance gas (percent by volume), flow rate (scfin), inlet pressure, outlet pressure, gas temperature at the inlet and outlet, and equivalent British Thermal Units (BTUs) consumed. The landfill gas collection and destruction system undergoes periodic maintenance to re -balance the collection vacuums to produce the highest percentage of landfill gas (e.g., methane) and to minimize the collection of oxygen. According to SCS Field Services, Inc., the landfill gas collection and destruction system experienced the following periods of downtime during the second quarter 2015: • May 5, 4:18 p.m. — 4:49 p.m.: Flare A-1 shut down for pre -inspection and cleaning for source test. • May 16,10:32 p.m. — May 18,10:12 a.m.: Flare A-2 shut down due to blower failure. • May 26,11:35 a.m. — 3:13 p.m.: Flare A-1 shut down for cleaning of flame scanner. • May 26,11:35 a.m. — 3:35 p.m.: Flare A-2 shut down for pre -source test. • May 27, 7:31 a.m. —11:11 a.m.: Flare A-2 shut down for annual source test. • May 27, 7:37 a.m. —11:05 am.: Flare A-1 shut down for annual source test. Based on information provided by SCS Field Services, Inc., the landfill gas extraction and destruction system operated at approximately 1,510 to 3,019 cubic feet per minute during the second quarter 2015. This is equivalent to about 2,174,400 to 4,347,360 cubic feet per day. Based on the data presented in the June 26, 2015 Annual Compliance Emissions Test Report prepared by Blue Sky Environmental, Inc., Flare A-2 destroys an average of 20.1 lbs/hour of non -methane organics, and back-up Flare A-1 destroys an average of 17.6 lbs/hour of non -methane organics. Non -methane organics are considered equivalent to VOCs. During the period of April 1 through June 30, 2015, Flare A-2 operated approximately 2,141 hours out of a possible 2,184 hours (98.0% operational rate). At the average VOC destruction rate provided in the Source Test Report, Flare A-2 destroyed approximately 43,034 pounds of VOCs during the second quarter 2015.
