Water Quality Monitoring Report <br /> Forward Landfill <br /> EXECUTIVE SUMMARY <br /> Forward Incorporated (Forward) is pleased to submit the subject water quality monitoring <br /> report for the Forward Landfill in compliance with reporting requirements of the Regional <br /> Water Quality Control Board - Central Valley Region (RWQCB) Waste Discharge Requirements <br /> (WDRs) Order Number 115-2014-0006. This report presents quarterly sampling results for the <br /> reporting period dating from April 1 to June 30, 2015 (second quarter 2015). <br /> According to the Forward Landfill Operations Manager, standard observations have been <br /> conducted weekly during the reporting period. The Forward Landfill Operations Manager also <br /> reported that no surface water was discharged from the facility during the reporting period. <br /> During the second quarter 2015 monitoring period, no notices of violation (NOVs) were issued <br /> by the San Joaquin County Environmental Health Department. <br /> For the Forward Unit, environmental monitoring for the second quarter 2015 yielded results <br /> similar to previous quarters. A non-statistical indication of release was identified at well MW- <br /> 16 as a result of one volatile organic compound (VOC) measured at a quantifiable <br /> concentration, and one VOC measured at an estimated-trace concentration; and at well MW-17 <br /> as a result of one VOC measured at a quantifiable concentration, and three VOCs measured at <br /> estimated-trace concentrations. For the inorganic monitoring parameters, concentration limits <br /> (CLs) were exceeded at wells MW-2A, MW-3, MW-14, MW-18, and MW-23R. Verification <br /> sampling for the organic and inorganic CL exceedances is scheduled for July 2015. Surface <br /> water stations were reported dry during the second quarter 2015 monitoring period. For <br /> vadose zone monitoring up to 11 VOCs were detected in soil-pore liquid samples and <br /> approximately 1670 gallons of liquid was pumped from pan lysimeter WMU-D01N. <br /> Groundwater quality conditions beneath the Austin Unit were generally similar to historical <br /> results during the second quarter 2015 monitoring period. Although it is recognized that well <br /> AMW-6 is a Corrective Action Program (CAP) well mis-identified as a Detection Monitoring <br /> Program (DMP) well, six inorganic CLs were exceeded and a non-statistical indication of release <br /> was identified at well AMW-6. In addition, the CL for sodium was exceeded in well AMW-7. <br /> With the exception of AMW-6, no other VOCs were detected in DMP wells. For the <br /> CAP/evaluation wells, 17 of 28 wells reported one or more VOCs exceeding a PQL, with CAP <br /> well AMW-1 having the greatest number of VOCs (14), including 10 measured above a PQL. All <br /> surface water stations and lysimeters were reported dry during the second quarter 2015 <br /> monitoring period.
