Quarterly Progress Report — Third Quarter 2015 <br />Austin Unit <br />Forward Landfill Page 3 <br />(scfin), inlet pressure, outlet pressure, gas temperature at the inlet and outlet, and equivalent British <br />Thermal Units (BTUs) consumed. The landfill gas collection and destruction system undergoes <br />periodic maintenance to re -balance the collection vacuums to produce the highest percentage of landfill <br />gas (e.g., methane) and to minimize the collection of oxygen. <br />According to SCS Field Services, Inc., the landfill gas collection and destruction system experienced <br />the following periods of downtime during the third quarter 2015: <br />• July 10, 6:46 a.m. — 2:21 p.m.: Flares A-1 and A-2 down for testing. <br />• July 14, 8:41 a.m. — 5:42 p.m.: Flare A-2 down for variable frequency drive (VFD) installation. <br />• July 15, 7:44 a.m. —1:35 p.m.: Flare A-2 down for variable frequency drive (VFD) installation, <br />• July 25, 9:02 a.m. —12:30 p.m.: Flare A-2 down due to construction activities. <br />• July 30, 8:35 a.m. — 9:00 a.m.: Flare A-2 down due to construction activities. <br />• August 6, 9:05 p.m. — 9:16 pm.: Flare A-2 down due to low temperature shutdown. <br />• August 26, 7:32 p.m. — August 27, 8:00 a.m.: Flare A-2 due to low temperature shutdown. <br />• September 11, 11:58 a.m. —12:04 p.m.: Flare A-2 down for low temperature shutdown test. <br />• September 22, 7:13 p.m. — September 23, 5:06 p.m.: Flare A-2 down due to failure of <br />compressor unit for auto shutdown valves. <br />Based on information provided by SCS Field Services, Inc., the landfill gas extraction and destruction <br />system operated at approximately 1,509 to 2,002 cubic feet per minute during the third quarter 2015. <br />This is equivalent to about 2,172,960 to 2,882,880 cubic feet per day. Based on the data presented in <br />the June 26, 2015 Annual Compliance Emissions Test Repoli prepared by Blue Sky Environmental, <br />Inc., Flare A-2 destroys an average of 20.1 lbs/hour of non -methane organics, and back-up Flare A-1 <br />destroys an average of 17.6 lbs/hour of non -methane organics, Non -methane organics are considered <br />equivalent to VOCs. During the period of July 1 through September 30, 2015, Flare A-2 operated <br />approximately 2,147 hours out of a possible 2,208 hours (97.2% operational rate).
