• <br />• <br />0 <br />Quarterly Progress Report — First Quarter 2015 <br />Austin Unit Forward Landfill Page 3 <br />According to SCS Field Services, Inc., the landfill gas collection and destruction system experienced <br />the following periods of downtime during the first quarter 2015: <br />• February 8,11:21 a.m. —February 9,1:53 p.m.: Flare A-2 shutdown during remote restart. <br />• March 30, 8:23 a.m. — April 3, 1:10 p.m.: Flare A-2 shut down due to power failure resulting <br />from off-site issues. <br />Based on information provided by SCS Field Services, Inc., the landfill gas extraction and destruction <br />system operated at approximately 1,680 to 2,964 cubic feet per minute during the first quarter 2015. <br />This is equivalent to about 2,419,200 to 4,268,160 cubic feet per day. Based on the data presented in <br />the June 30, 2014 Annual Compliance Emissions Test Report prepared by Blue Sky Environmental, <br />Inc., Flare A-2 destroys an average of 37.2 lbs/hour of non -methane organics, and back-up Flare A-1 <br />destroys an average of 15.2 lbs/hour of non -methane organics. Non -methane organics are considered <br />equivalent to VOCs. During the period of January 1 through March 31, 2015, Flare A-2 operated <br />approximately 2,033 hours out of a possible 2,160 hours (94.1% operational rate).
