2.0 EXISTING ENVIRONMENTAL CONTROL <br /> AND MONITORING SYSTEMS <br /> 2.1 LANDFILL GAS CONTROL/MONITORING SYSTEM <br /> The Forward Landfill has two active landfill gas (LFG) extraction systems. The <br /> first system, installed at the former Austin Road Landfill, is utilized by Covanta <br /> Energy to operate an electrical generation plant located at the northwest corner <br /> of the site. The power plant utilizes enough LFG to produce up to 760 kilowatts <br /> per hour of electrical power. This energy is sold to Pacific Gas and Electric <br /> Company (PG&E) under a long-term agreement. The Covanta Energy System is <br /> comprised of approximately 30 vertical extraction wells, which actively collect <br /> gas from the waste prism, and headers and lateral piping to convey this <br /> extracted LFG to the generation facility. The second LFG extraction system <br /> encompasses the remainder of the site. This system consists of one hundred <br /> sixty-nine (169) vertical gas wells. LFG is collected through a perimeter 18-inch <br /> gas collection header with the LFG processed at the enclosed ground flare <br /> located in the northwest corner of the site. Figure 3 shows the current landfill <br /> gas control system. At a minimum, the system will incorporate the following <br /> equipment: <br /> • Enclosed ground flare facility and/or energy recovery facility <br /> • Vertical extraction wells <br /> • Horizontal gas collectors <br /> • Condensate management system components <br /> To date, approximately 3/4 of the perimeter header system loop has been <br /> completed around the site. The remainder of the loop will be completed as the <br /> landfill expands. <br /> The Forward Landfill has a landfill gas migration monitoring system consisting of <br /> perimeter gas monitoring probes. Probes SGP-7A, SGP-8A, SGP-9A, SGP-1013, <br /> SGP-14, and SGP-13 are located at the perimeter of the Stage IA closure area as <br /> shown on Drawing Sheet 2. <br /> Forward Landfill PFCPCMP 2-1 <br /> J:\Allied\forward\2005.0051 Partial Closure\Partial closure Plan\FL-sec2.doc:6/9/2005 <br />
