C7 <br />C7 <br />Water Quality Monitoring Report <br />Forward Landfill <br />In response to continued detection of volatile organic compounds (VOCs) in <br />groundwater downgradient of the Austin Road Unit, the RWQCB issued a Cleanup and <br />Abatement Order (CAO) on December 8, 2008. Under the CAO, Forward has installed 24 <br />additional groundwater monitoring wells (five of which were later abandoned) to help <br />define the vertical and lateral extent of VOCs in groundwater downgradient of the <br />Austin Road Unit. <br />WDR Order No. 115-2014-0006 was formally adopted by the RWQCB on February 14, <br />2014. <br />1.3 Standard Observations <br />In accordance with Monitoring and Reporting Program (M&RP) Order No. 85-2014- <br />0006, Section A.6.d, Forward personnel conducts Standard Observations for the landfill <br />units, along the perimeter of the landfill units, and for receiving waters. As provided in <br />Appendix A, these observations include identification of evidence of liquids entering or <br />leaving the landfill, indications of ponding on the landfill or erosion of the landfill cover <br />soils, and identification of strong landfill gas odors. No unusual conditions were <br />identified by Forward personnel during the first quarter 2016 monitoring period. In <br />addition to Forward's inspections, CalRecycle and/or the San Joaquin County <br />Environmental Health Department (CEHD) performed monthly inspections at the facility <br />on January 22, February 5, and March 18, 2016. During the March 18, 2016 inspection, <br />a Notice of Violation (NOV) was issued by CEHD for exposed waste at the previous day <br />active face, no other NOVs were issued during the monitoring period. Completed <br />inspection forms are presented in Appendix A. <br />Pursuant to the Forward Landfill Odor Control Management Plan (Forward, 2009), the <br />Forward Operations Manager performs weekly monitoring for odors on the landfill <br />surface and along the perimeter of the landfill. In the event that an odor complaint is <br />made by the public, Forward performs an immediate investigation to identify the source <br />of the odor. Following confirmation of an odor, mitigation measures are implemented. <br />1.4 Solid Waste/Compost Facility Monitoring <br />According to the Forward Landfill Operations Manager, Forward Landfill received a total <br />of 304,123 tons of solid waste during the first quarter 2016 (Appendix A). Figure 1-2 <br />shows the approximate location of waste placement during the monitoring period. In <br />addition, the compost facility received 10,322 tons of green waste and produced 2,541 <br />tons of compost (Appendix A).
