Weather was clear and sunny. No violation and/or <br />area of concern was noted during the inspection. <br />2) Signage - All required signs were posted at the entrance area, off Austin Road. <br />3) Active Face/ Module FU-13/Commercial Haulers - CalRecycle inspectors and the LEA conducted the morning <br />inspection, arriving at the active face area at approximately 8:45 am. The operator uses soil and tarps for daily cover. <br />The tarps were already pulled from the active face. The tarps appeared to be in good condition. Observed spotters <br />wearing proper PPE at the active face area directing commercial loads and spot checking loads. This site does not <br />accept self -haul residential MSW. <br />4) Active Face/ Module FU-13/Butte Fire Refuse — The operator was granted a Waiver Exemption last November 2015 to <br />extend operating hours and exceedance of vehicles per day for 120 days (4 months). On the day of the inspection loads <br />started arriving at 9;00am. Haulers (10 wheeler dump trucks) were being directed to dump adjacent to the commercial <br />loads area. The operator stated that these loads are constant until 7:00 pm. Observed portable lighting in this area. <br />5) Asbestos Loads — This area was located to the Northeast are of the Active Face. The entrance was clearly marked <br />with hazardous material warning signs. All incoming loads are covered on an hourly bases. <br />6) Cannery Waste — This waste stream is seasonal July through October, and is applied directly over soil and then tilled <br />into the soil. The area is located at the Northwest corner of the site adjacent to the barrow pit area <br />7) Bird Control - The operator contracts with a Falconer that provides a live predator bird near the active face area to <br />control various birds. <br />8) Litter & Dust Control - All areas, including access roads, were free of windblown litter. Observed litter control personnel <br />collecting litter on access roads near the active face area, also along Austin Road. A water tank truck was observed <br />spraying down access roads. <br />9) Capped Surfaces - All were in fairly good condition and covered with vegetative growth. Observed three personnel <br />inspecting for surface erosion along Modules FU -4, FU -5. Recent rains have caused some erosion conditions to occur. <br />The LEA explained the issuance of prior Areas of Concern for this, and stated they were not elevated to a Violation, <br />because the operator could not repair the condition until surface conditions were stabilized (i.e.) with dryer weather. <br />Observed black plastic tarps over areas where erosion had occurred. <br />10) Sedimentation Pond #2 and Leachate impoundment Pond —The sedimentation pond was dry. The leachate <br />impoundment pond was being aerated to control odors and vectors. <br />
