Water Quality Monitoring Report <br />Forward Landfill <br />EXECUTIVE SUMMARY <br />Forward Incorporated (Forward) is pleased to submit the subject water quality monitoring <br />report for the Forward Landfill in compliance with reporting requirements of the Regional <br />Water Quality Control Board - Central Valley Region (RWQCB) Waste Discharge Requirements <br />(WDRs) Order Number 115-2014-0006. This report presents quarterly sampling results for the <br />reporting period dating from January 1 to March 31, 2016 (first quarter 2016). <br />According to the Forward Landfill Operations Manager, standard observations have been <br />conducted weekly during the reporting quarter. The Forward Landfill Operations Manager also <br />reported that no surface water was discharged from the facility during the reporting period. <br />During the first quarter 2016 monitoring period, a notice of violation (NOVs) was issued by the <br />San Joaquin County Environmental Health Department on March 18, 2016 for exposed waste at <br />the previous day active face, no other NOVs were issued during the monitoring period. <br />For the Forward Unit, environmental monitoring for the first quarter 2016 yielded results <br />similar to previous quarters. A non -statistical indication of release was identified at wells MW - <br />13 and MW -16 as a result of one volatile organic compound (VOC) measured at a quantifiable <br />concentration and at wells MW -14 and MW -17 as a result of three VOCs measured at <br />estimated -trace concentrations in each well. For the inorganic monitoring parameters, one or <br />more concentration limits (CLs) were exceeded at wells MW -2A, MW -10, MW -13, MW -18, and <br />MW -22. Verification sampling for the organic and inorganic CL exceedances is scheduled for <br />April 2016. Surface water samples collected from the upstream and downstream surface water <br />monitoring stations during the first quarter 2016 monitoring period are generally consistent <br />with each other; no VOCs were detected and no CLs were exceeded. Vadose zone monitoring <br />stations were reported dry or had an insufficient volume of soil -pore liquid to sample. <br />Groundwater quality conditions beneath the Austin Unit during the first quarter 2016 <br />monitoring period were generally similar to historical results. With the exception of well AMW- <br />6, only one CL was exceeded for DMP wells during the current monitoring period. Verification <br />sampling for the CL exceedance at well AMW-5R is scheduled for April 2016. Although, several <br />CLs were exceeded and several VOCs were detected in well AMW-6, and it is recognized that <br />well AMW-6 should have been identified a Corrective Action Program (CAP)well in the M&RP. <br />CAP/Evaluation Monitoring wells, 17 wells reported one or more VOCs exceeding a practical <br />quantitation limit (PQL), with CAP well AMW-1 having the greatest number of VOCs (14), <br />including seven measured above a PQL. Surface water samples collected from the upstream and <br />downstream surface water monitoring stations during the first quarter 2016 monitoring period are <br />generally consistent with each other and no VOCs were detected and no CLs were exceeded. All <br />of the lysimeters were reported dry or there was an insufficient volume of soil -pore liquid for <br />analysis during the first quarter 2016 monitoring period. Under the existing CAP, the <br />groundwater treatment facility (GTF) pumped 22.5 million gallons of groundwater removing an <br />estimated 1.58 pounds of VOCs. <br />0 M:\ 2016.0007\ExecSum 1Q16.docx E-1 <br />
