Quarterly Progress Report-Third quarter 2016
Austin Road Unit,Forward Landfill
volume), flow rate (scfm), inlet pressure, outlet pressure, gas temperature at the inlet and outlet,
and equivalent British Thermal Units (BTUs) consumed. The landfill gas collection and destruction
system undergoes periodic maintenance to re-balance the collection vacuums to produce the
highest percentage of landfill gas(e.g., methane)and to minimize the collection of oxygen.
According to SCS, the landfill gas collection and destruction system experienced 35 hours of
downtime during the fourth quarter 2016. A tabular summary of the downtime and the monitoring
results for individual landfill gas extraction points during the fourth quarter 2016 are presented in
Attachment C.
Based on information provided by SCS, the landfill gas extraction and destruction system operated
at approximately 1,815 to 2,013 cubic feet per minute during the fourth quarter 2016. This is
equivalent to about 2,613,600 to 2,898,720 cubic feet per day. Based on the data presented in the
July 13, 2016 Annual Compliance Emissions Test Report prepared by Blue Sky Environmental, Inc.,
Flare A-2 destroys an average of 15.6 lbs./hour of non-methane organics, and back-up Flare A-1
destroys an average of 12.5 lbs./hour of non-methane organics. Non-methane organics are
considered equivalent to VOCs. During the period of October 1 through December 31, 2016, Flare
A-2 operated approximately 2,173 hours out of a possible 2,208 hours (98°x6 operational rate). At
the average VOC destruction rate provided in the Source Test Report, Flare A-2 destroyed
approximately 33,899 pounds of VOCs during the fourth quarter 2016.
If you have any questions, please contact Mr.Joseph Lipka at(209)235-9622.
Sincerely,
Geo-Logic Associates f
k I I
William B.
