Water Quality Monitoring Report <br /> Forward Landfill <br /> compost facility received 24,877 tons of green waste and produced 10,291 tons of compost <br /> (Appendix A). During the fourth quarter 2017 monitoring period, Forward personnel reported <br /> water in the compost facility retention basin; however, no leachate from compost stockpiles or <br /> compost windrows was noted. The analytical results for the compost facility retention basin <br /> are discussed in Section 2.1.6. <br /> 1.5 Landfill Gas Monitoring <br /> In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field Services <br /> (SCS) conducts quarterly gas monitoring of Title 27 perimeter gas probes, on-site structures at <br /> the Forward Landfill, and Point of Compliance (POC) landfill gas (LFG) monitoring probes. <br /> During the fourth quarter 2017 monitoring period, methane levels exceeded the regulatory <br /> limit of one percent by volume in two POC gas probes, while no methane was detected in the <br /> any of the on-site structures. As part of the CAP, Forward operates a landfill gas (LFG) <br /> extraction system to control LFG emissions (i.e. source control). Cornerstone Environmental <br /> Group (Cornerstone) and SCS perform the operations and maintenance (O&M) for the LFG <br /> extraction system and collected LFG is routed and split between the Ameresco Landfill Gas to <br /> Energy Facility (LFGEF) and Forward's blower/flare station (BFS). Summary tables for the BFS <br /> and LFG extraction wells, and the fourth quarter 2017 perimeter LFG monitoring probe and on- <br /> site structure testing report are presented in Appendix C. During the fourth quarter 2017 <br /> monitoring period SCS reported 43.3 hours of downtime for the BFS. Based on the BFS data <br /> prepared by Cornerstone, the instantaneous total flow rate of LFG readings taken December <br /> 22, 2017 was 1,464 standard cubic feet per minute (scfm) at the Ameresco LFGEF and 2,643 <br /> scfm at the Forward BFS. A summary of the LFG and destruction system operations and <br /> maintenance for the fourth quarter 2017 are presented in Appendix C. <br /> 1.6 Cannery Waste Land Application Monitoring <br /> Cannery waste and land application monitoring (CWLAM) and groundwater analytical results <br /> for the CWLAM detection monitoring system are presented in Section 3.1.6. Facility Inspection <br /> logs, weekly total mass nitrogen application, composite waste sample analytical results, and the <br /> annual land application monitoring summary were presented in Appendixes D and F of the <br /> Third Quarter 2017 Water Quality Monitoring Report — Forward Landfill. A nutrient <br /> management plan will be submitted to the RWQCB under separate cover. <br /> 1.7 Leachate Recirculation and Monitoring <br /> Leachate recirculation is performed at the Forward Landfill in accordance with the RWQCB <br /> approved Leachate Recirculation Plan dated March 3, 2017. The volume of leachate and a <br /> location map of the leachate recirculation (discharge) on the facility are presented in Appendix <br /> A.
