Quarterly Progress Report-Fourth Quarter 2017 <br /> Austin Road Unit,Forward Landfill <br /> • <br /> trichloroethene were consistently measured above the practical quantitation limit during the fourth <br /> quarter monitoring event. Total VOC concentrations in the effluent ranged from 3.20 gg/L to 4.18 <br /> gg/L during the monitoring period. <br /> Landfill Gas Collection and Destruction System <br /> As of January 2017,the landfill gas collection and destruction system servicing the Austin Road Unit <br /> at the Forward Landfill consists of 129 active landfill gas extraction wells, according to Cornerstone <br /> Environmental (Cornerstone). Collected landfill gas is routed and split between the Ameresco <br /> Landfill Gas to Energy Facility(LFGEF) and Forward's Flare A-2 for thermal destruction,with Flare A- <br /> 1 serving as a back-up flare. On a weekly basis SCS Field Services, Inc. (SCS) records information <br /> such as methane gas concentration (percent by volume), oxygen concentration (percent by <br /> volume), carbon dioxide concentration (percent by volume), balance gas (percent by volume), flow <br /> rate standard cubic feet per minute (scfm), inlet pressure, outlet pressure, gas temperature at the <br /> inlet and outlet, and equivalent British Thermal Units (BTUs) consumed. The landfill gas collection <br /> and destruction system undergoes periodic maintenance to re-balance the collection vacuums to <br /> produce the highest percentage of landfill gas (e.g., methane) and to minimize the collection of <br /> oxygen. According to SCS,the landfill gas collection and destruction system experienced 43.3 hours <br /> of downtime during the fourth quarter 2017. A tabular summary of the downtime, monitoring <br /> results for individual landfill gas extraction wells, and Perimeter Landfill Gas Monitoring Probe and <br /> On-Site Structure Testing report for the fourth quarter 2017 are presented in Attachment C. <br /> Based on information provided by Cornerstone, there were no known system failures of the gas <br /> collection and destruction system during the fourth quarter 2017. The instantaneous total flow rate <br /> of LFG during December22, 2017 readings were 1,464 scfm at the Ameresco LFGEF and 2,643 scfm <br /> at the Forward flare station.
