Quarterly Progress Report-Third quarter 2016
Austin Road Unit,Forward Landfill
British Thermal Units (BTUs) consumed. The landfill gas collection and destruction system
undergoes periodic maintenance to re-balance the collection vacuums to produce the highest
percentage of landfill gas(e.g., methane)and to minimize the collection of oxygen.
According to SCS, the landfill gas collection and destruction system experienced 47 hours of
downtime during the first quarter 2017. A tabular summary of the downtime and the monitoring
results for individual landfill gas extraction points during the first quarter 2017 are presented in
Attachment C.
Based on information provided by SCS, the landfill gas extraction and destruction system operated
at approximately 1,470 to 3,031 cubic feet per minute during the first quarter 2017. This is
equivalent to about 2,116,800 to 4,364,640 cubic feet per day. Based on the data presented in the
July 13, 2016 Annual Compliance Emissions Test Report prepared by Blue Sky Environmental, Inc.,
Flare A-2 destroys an average of 15.6 lbs./hour of non-methane organics, and back-up Flare A-1
destroys an average of 12.5 lbs./hour of non-methane organics. Non-methane organics are
considered equivalent to VOCs. During the period of January 1 through March 31, 2017, Flare A-2
operated approximately 2,113 hours out of a possible 2,160 hours (980 operational rate). At the
average VOC destruction rate provided in the Source Test Report, Flare A-2 destroyed
approximately 32,963 pounds of VOCs during the first quarter 2017.
If you have any questions, please contact Mr.Joseph Lipka at(209) 235-9622.
Sincerely,
Geo-Logic Associates
k I
William B.
