• <br /> �'� REPUBL 1 C <br /> 1�I� SERVICES <br /> Mr. Brendan Kenny <br /> Engineering Geologist <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive,Suite 200 <br /> Rancho Cordova,CA 95670 <br /> April 21,2017 <br /> RE: Forward Landfill—First Quarter 2017 <br /> Dear Mr. Kenny: <br /> In accordance with WDR Order No. 135-2014-0006, Forward Incorporated (Forward) is pleased to submit <br /> this First Quarter 2017 Monitoring Report for the Forward Landfill. <br /> According to the Forward Landfill Operations Manager, standard observations have been conducted <br /> weekly during the reporting quarter. The Forward Landfill Operations Manager also reported that surface <br /> water was discharged from the Austin Road Unit to North Little Johns Creek during heavy rain events in <br /> January 2017. During the first quarter 2017 monitoring period, no notices of violation(NOVs)were issued <br /> by the Central Valley Regional Water Quality Control Board (RWQCB) or the San Joaquin County <br /> • Environmental Health Department. <br /> For the Forward Unit, environmental monitoring for the first quarter 2017 indicates that non-statistical <br /> indication of release were identified at wells MW-2A as a result of one volatile organic compound (VOC) <br /> measured at trace concentrations and one VOC measured at a quantifiable concentration;at well MW-13 <br /> as a result of one VOC measured at a quantifiable concentration; at well MW-14 as a result of one VOC <br /> measured at a quantifiable concentration; at well MW-16 as a result of one VOC measured at a <br /> quantifiable concentration; and at well MW-17 as a result of two VOCs measured at a quantifiable <br /> concentrations. Of note, these organic constituents have been previously confirmed and are currently in <br /> "Tracking Mode". For the inorganic monitoring parameters, concentration limits (CLs) were exceeded at <br /> wells MW-10, MW-13, MW-17, MW-18, MW-19, MW-22, and MW-24. All of the inorganic CL <br /> exceedances were placed in "Tracking Mode" and are being evaluated for temporal trends. For <br /> constituent concentrations in "Tracking Mode", increasing trends were calculated for cis 1,2- <br /> dichloroethene (cis-1,2-DCE) at well MW-2A; bicarbonate, calcium, potassium, sodium, strontium at well <br /> MW-10;diisopropyl ether at well MW-16;carbon tetrachloride at well MW-17;and sodium at well MW-24. <br /> Surface water samples collected from the upstream and downstream surface water monitoring stations <br /> during the first quarter 2017 monitoring period were generally consistent with each other; no VOCs were <br /> detected and no CLs were exceeded. For vadose zone monitoring stations soil-pore liquid samples were <br /> collected from lysimeters LY-BG-1 and LY-W2 and a quantifiable concentration of t-butyl alcohol was <br /> measured in background lysimeter LY-BG-1. <br /> For the Austin Unit, environmental monitoring for the first quarter 2017 indicates that CL exceedances <br /> and/or non-statistical indication of release were identified at Detection Monitoring Program (DMP) wells <br /> AMW-6 and AMW-12 during the first quarter 2017 monitoring period. The tetrachloroethene (PCE) <br /> concentration measured at DMP well AMW-12 (6.3 ug/L) exceeded the state and federal maximum <br /> contaminant level (5.0 ug/L) and also exhibited an increasing trend.
