r� <br />Water Quality Monitoring Report <br />Forward Landfill <br />and a tabular summary of the 2016 annual monitoring data is provided in Appendix F and <br />electronically in Excel (submitted to the RWQCB via email). Time -series plots and piper <br />diagrams depicting groundwater and surface water constituent concentrations are presented in <br />Appendix G. In addition, well hydrographs illustrating historical groundwater elevations, well <br />screen elevations, and pump intake elevations are also included in Appendix G. <br />According to the Forward Landfill Operations Manager, Forward Landfill received a total of <br />965,159 tons of solid waste during the 2016 monitoring year. Figure 1-2 shows the <br />approximate location of waste placement during 2016 monitoring year. In addition, the <br />compost facility received 47,133 tons of green waste and produced 7,172 tons of compost. <br />4.2 Landfill Gas Monitoring <br />The SCS performs quarterly inspections at the Forward Landfill for methane concentrations in <br />perimeter soil -pore gas probes. During the 2016 monitoring year no perimeter gas probes <br />exceeded the regulatory limit of 5 percent at the Forward Landfill and no on-site structures <br />were in excess of 1.25 percent by volume in air. In accordance with CCR 27, Section 20937(a) <br />(1), methane monitors are installed in all buildings at the site to protect public health and safety <br />and the environment. During the 2016 monitoring year, no methane was reported in any of the <br />facilities buildings. <br />0 4.3 Compliance Record <br />During the March 18, 2016 inspection, a Notice of Violation (NOV) was issued by CEHD for <br />exposed waste at the previous day active face, no other NOVs were issued during the 2016 <br />monitoring year. <br />4.4 Forward Unit <br />4.4.1 Groundwater <br />Groundwater elevations measured during the 2016 monitoring year were variable, reflecting <br />seasonal precipitation patterns. The variable pattern in groundwater elevations in 2016 mimics <br />annual patterns over the monitoring history. Hydrographs depicting historical groundwater <br />elevations are presented in Appendix G and indicate generally static trends with some declines <br />over the past four years. During the 2016 monitoring year, the groundwater flow beneath the <br />north -northeastern portion of the Forward Unit flows to the northeast, while groundwater <br />beneath the southern and central portions of the Forward Unit generally flows to the south to <br />southeast. The south-southeast gradient is believed to be related to groundwater pumping of <br />nearby agricultural wells. Regionally the groundwater gradient is to north and northeast <br />toward the Austin Unit. <br />Groundwater quality conditions beneath the Forward Unit during the 2016 monitoring year are <br />generally similar to those observed in previous monitoring years.
