v <br />Water Quality Monitoring Report <br />Forward Landfill <br />quality data from upgradient (ASW -1) to downgradient (ASW -2) surface water stations during <br />the 2016 monitoring year indicates similar concentrations and no VOCs were detected <br />suggesting that landfill operations are not impacting surface water quality. <br />4.5.3 Leachate Monitoring <br />Leachate sumps are inspected for the presence of leachate and observations are recorded at <br />least weekly by Forward Landfill personnel. If leachate is detected in a sump it is pumped into <br />the surface impoundment (WMU-F West) for evaporation. During the 2016 monitoring year, <br />leachate was observed at all of the holding areas. According to the Operations Manager, no <br />leachate was taken off site during the 2016 monitoring year. Freeboard at WMU-F West <br />ranged from approximately 6.08 to 10.00 feet during the 2016 monitoring year. <br />Value Engineering conducted a continuity test of the leachate collection and removal system <br />(LCRS) on August 27 and 28, 2016 at the Austin Unit (Appendix A). The tracer dye test results <br />indicate that continuity is present across the LCRS unit WMU-F West, and no excessive leachate <br />is backed up in the drainage layer or sump of the LCRS unit.
