v
Water Quality Monitoring Report
Forward Landfill
quality data from upgradient (ASW -1) to downgradient (ASW -2) surface water stations during
the 2016 monitoring year indicates similar concentrations and no VOCs were detected
suggesting that landfill operations are not impacting surface water quality.
4.5.3 Leachate Monitoring
Leachate sumps are inspected for the presence of leachate and observations are recorded at
least weekly by Forward Landfill personnel. If leachate is detected in a sump it is pumped into
the surface impoundment (WMU-F West) for evaporation. During the 2016 monitoring year,
leachate was observed at all of the holding areas. According to the Operations Manager, no
leachate was taken off site during the 2016 monitoring year. Freeboard at WMU-F West
ranged from approximately 6.08 to 10.00 feet during the 2016 monitoring year.
Value Engineering conducted a continuity test of the leachate collection and removal system
(LCRS) on August 27 and 28, 2016 at the Austin Unit (Appendix A). The tracer dye test results
indicate that continuity is present across the LCRS unit WMU-F West, and no excessive leachate
is backed up in the drainage layer or sump of the LCRS unit. Additionally, an annual inspection
of each sump was performed by Del -Tech on July 30, 2016 and the results of the inspection
were submitted to the RWQCB on August 5, 2016.
5.0 REFERENCES
California Regional Water Quality Control Board, Central Valley Region, 2014, "Order No. R5-
2014-0006 Waste Discharge Requirements for Forward Inc. and Republic Services Inc.
Forward Landfill, Class 11 Operation, Closure, and Corrective Action, San Joaquin County",
February.
CH2M Hill, 2000, "Fourth Quarter/Annual 1999 Monitoring Report, Austin Road Landfill",
January.
Forward, 2009, "Forward Landfill Odor Control Management Plan", April.
Geo -Logic Associates, 2001, "Low -Level VOC Detections in Monitoring Wells, Forward Sanitary
Landfill, San Joaquin County, California, (RWQCB Case No. 2209)", February.
, 2015, "Water Quality Monitoring Report — Fourth Quarter 2014, Forward Landfill,
January.
20161 "2016 Annual Corrective Action Evaluation Report, Austin Road Landfill, San
Joaquin County, California", July.
Kleinfelder, Inc., 1999, "1999 Annual Monitoring Report, Forward Landfill, San Joaquin County,
California", March.
Project No. 2016.0007 ( Water Quality Monitoring Report 20
January 2017
