Water Quality Monitoring Report
Forward Landfill
observed at holding areas WMU FU-03, WMU FU-04, WMU FU-05, WMU FU-06, WMU FU-13,
and WMU FU-14 and a total of 302,846 gallons of leachate was removed from the lined areas at
an average rate of 3,292 gallons per day. For surface impoundment WMU-F (West) Freeboard
ranged from approximately 8.0 to 11.3 feet during the third quarter 2017 monitoring period.
Appendix A presents copies of the leachate observation logs, freeboard observation logs, and
surface impoundment monitoring log.
Leachate samples are collected on a quarterly basis and analyzed in the field for pH, specific
conductance, temperature, and turbidity. The results of quarterly field monitoring
measurements results for the third quarter 2017 are presented in Table 3-7.
3.1.10 Surface Water Monitoring
Site run-on and run-off control facilities are designed to effectively channel surface water to
site stormwater/sedimentation ponds. According to the Operations Manager, no stormwater
was discharged to surface water (North Little Johns Creek) during the reporting period. Surface
water monitoring stations ASW-1 (upstream) and ASW-2 (downstream) were sampled on
August 23, 2017 for the third quarter 2017 monitoring period. Table 3-8 summarizes the
current analytical results of surface water samples collected at the Austin Unit. As shown on
Table 3-8, no VOCs were detected in either sample and no CLs were exceeded at downstream
point ASW-2.
3.1.11 Corrective Action Monitoring
The Groundwater Treatment Facility (GTF) at the Austin Unit has been operational since 1994
to mitigate impacts from landfill releases. Impacted groundwater is extracted from four wells
(EW-1, EW-2, EW-3R, and EW-4) that pump groundwater through an air stripper treatment
system to remove VOCs. Treated groundwater is discharged to an infiltration pond
(constructed in 2003) north of the Austin Unit of the Forward Landfill. During the monitoring
period, the GTF treated 21.9 million gallons of groundwater and removed approximately 0.19
pounds of VOCs. Details regarding corrective action remediation system operations and
performance evaluation for the third quarter 2017 are presented in Appendix C.
3.1.12 Hazardous Waste Monitoring
In accordance with Water Code Section 13267 Order for Technical Reports Regarding
Acceptance of Hazardous Waste, Forward Landfill, San Joaquin County, dated May 16, 2017,
groundwater monitoring wells AMW-1, AMW-2, AMW-4, AMW-7, and leachate sumps FU-04,
FU-06, FU-08, FU-13/14 were analyzed for additional dissolved inorganic/metals. The results of
these additional analyses are presented in Table 3-9.
Project No.5017.1030 I Water Quality Monitoring Report 13
October 2017
