Page <br />developed vineyards on the adjacent properties making to the economy of <br />this area? <br />Description of Project ' , page 29-32: This section of the reporiv <br />rests solidly upon the San Joaquin County Solid Wastes Management Plan, <br />which, as noted above, is based upon data 3-4 years old. Is this dat�, <br />still accurate? What effect will the new Lodi operations have upon the, <br />remaining capacity of the Harney Lane landfill? How does continuation of <br />resource recovery at the proposed site relate to the resource recovery in <br />Lodi and to potential service of the North Stockton area? Is it intended <br />that the proposed site continue to serve the residents of North <br />Stockton? How many gallons of wet waste will be disposed of at the, <br />proposed project? How is it intended to prohibit disposal of hazardous <br />waste at the site? How will collected leachates be disposed of? At what <br />cost? Why hasn't "site life" been specifically determined for this "fill <br />method"? Does the expectation of 3,200 tons of residential and <br />commercial wastes per week at the year 2000 take into account the new <br />City of Lodi operations and the plans for servicing the North Stockton <br />area? <br />Environmental Assessment, page 33-47: A proper environmental <br />assessment of the propos�-d—project simply cannot be conducted without ? <br />more extensive Presentation as suggested above since relevant information <br />has either not been developed or is not current. <br />I <br />We are particularly intrigued by the statement appearing in the <br />second paragraph on page 42 as follows: " These potential nuisance <br />factors do not affect the County as a whole and are localized to these <br />few residences. However, this potential for localized impact cannot be <br />overlooked, and should be addressed by the legislative body during <br />deliberations regarding the implementation and operation of this <br />landfill." Does this mean that environmental impact is not significant <br />if it only destroys the area around the project? <br />Also deserving special comment in this section is the material <br />presented on "economics" at pages 44 and 45. How can a rational decision <br />be made without at least informed projections of capital costs and <br />operating costs, and without some basis for comparing the proposal to <br />other viable alternatives? <br />Energy Considerations, pages 48-49: The consultants who prepar * <br />the SoTid- Waste Ma�Fa—gement Plan for San Joaquin County prepared , <br />analysis of various proposals based upon information then available whi <br />considered, among other things, the energy costs of different methods a <br />combinations of handling disposal of solid wastes. This report shou <br />update that analysis given current technology and prices. 11 <br />
