4 <br />This environmental impace report has been prepared for the San Joaquin <br />County Department of Planning by Raymond Vail and Associates at the request <br />of the San Joaquin County Department of Public Works. This report has been <br />structured in accordance with the requirements set forth by the San Joaquin <br />County Department of Planning, for the implementation of the California <br />Environmental Quality Act of 1970 (CEQA), as amended. <br />This report has been prepared to satisfy the intent of CEQA as an <br />informational document to inform public decision -makers and the general <br />public of the environmental effects of the proposed project. The EIR <br />process is intended to enable public agencies to evaluate a project to <br />determine whether it may have a significant effect on the environment, <br />to examine and institute methods of reducing adverse impacts, and to con- <br />sider alternatives to the project as proposed. <br />As defined by Section 15012 of the CEQA Guidelines, "an Environmental <br />Impact Report is an informational document which, when fully prepared in <br />accordance with CEQA and these (CEQA) Guidelines, will inform public <br />decision -makers and the general public of the environmental effects of proj- <br />ects they propose to carry out or approve. The information in an EIR con- <br />stitutes evidence that a public agency shall consider along with any other <br />information which maybe presented to the agency. While CEQA requires <br />that major considerations be given to preventing environmental damage, it is <br />recognized that public agencies have obligations to balance -other public <br />objectives-, including economic and social factors in determining whether <br />and how a project should be approved." <br />This report is structured to present the study analysis in a format <br />which briefly summarizes the proposed action and anticipated environmental <br />effects, describes in detail the existing setting of the environmen con- <br />sidered for alteration, des-cribes the detailed elements of the project which <br />would alter the environment, and then discusses the impact of the proposed <br />alteration to the environment. This report is presented in this fashion to <br />provide the reader with an objective view of the existing environmental - <br />quality in the study area, prior to being subjected to project details and <br />environmental effects which could bias the reader's judgment:. <br />Raymond Vail and Associates, along with Ann S. Peak and Associates for <br />the Cultural Resource Assessment, were responsible for the preparation of <br />this report and have no personal or financial interest in the project beyond <br />the consulting services rendered. <br />This Draft EIR, as distributed for public review and comment, reflects <br />the independent judgment of the County of San Joaquin as the Lead Agency, as <br />ascribed by law. <br />
