• Recreation <br />• Cultural Resources <br />• Public Safety <br />• Noise <br />It was also determined that the following environmental factors could <br />be affected significantly; however, the project proposes measures or measures <br />are reasonably available which would mitigate these potential adverse effects <br />to acceptable levels: <br />• Topography <br />• Surface Water <br />• Groundwater <br />• Air Quality <br />• Economic Considerations <br />• Traffic/Circulation <br />• Public Safety <br />• Nuisance Factors <br />SIGNIFICANT ENVIRONMENTAL EFFECTS WHICH CANNOT BE AVOIDED IF THE PROJECT <br />IS IMPLEMENTED <br />• Implementation of the project would cause a significant degradation <br />of the aesthetic quality of adjacent residences. <br />• The economic value of adjacent properties would undergo a substantial <br />reduction. Due to the reduction of "desireability" of these properties, <br />the range of potential uses would be narrowed and the potential for <br />resale would be reduced. <br />• The land has a potential for substantial agricultural productivity if <br />advanced land management practices are employed. Implementation of <br />the project would significantly reduce the agricultural potential of <br />the land or, perhaps, eliminate the potential depending on how the <br />landfill is operated. By itself, the loss of approximately 320 acres <br />of arable land is not significant on a statewide basis; however, the <br />collective and continuing incremental loss of arable land in California <br />has grown to significant levels over the past 20 years. Sections <br />15023.5(b) and 15143(a) of the State EIR Guidelines required that <br />individually minor but collectively significant projects taking <br />place over a period of time" shall be discussed. <br />ENERGY CONSIDERATIONS <br />The project would not result in wasteful expenditure of energy. However, <br />it would not exercise, due to current economic considerations, available <br />measures capable of extracting substantial amounts of energy stored in the <br />buried waste and not utilized .
