Although the proposed landfill would not constitute a use in conflict <br />with the General Plan principles or land use designations, converting the <br />property from its current use to a landfill could potentially affect those <br />residences immediately adjacent to the site. At least two residences are <br />located right on the western property line of the proposed landfill. These <br />residences would be exposed to several potentially disturbing consequences <br />of the landfill operation: noise from heavy trucks and bulldozers when <br />operating near the west border of the landfill; visual and aesthetic obstruc- <br />tions resulting from the side slope of the landfill, especially if the highest <br />of the slope approaches that of the existing landfill; wind-blown litter, <br />as well as dust; vectors; odors, and, loss of property values. These poten- <br />tial nuisance factors do not affect the County as a whole and are localized <br />to these few residences. However, this potential for localized impact cannot <br />be overlooked, and should be addressed by the legislative body during deliber- <br />ations regarding the implementation and operation of this landfill. <br />Aesthetics <br />During the operational phase, there would be a minor increase in noise, <br />periodic emissions of distasteful odors, and airborne litter which would <br />accumulate in the general vicinity and along main haul routes. Perhaps the <br />most difficult aesthetic impact to deal with is the idea of having a sanitary <br />landfill in the area. A number of people would find the knowledge of a near- <br />by landfill more offensive than any tangible feature of the operation. This <br />is something which cannot simply be reasoned away. <br />Preconceived ideas that people have about landfills are often mistaken <br />and based on memories or stories of "dump" operations which are no longer <br />allowed. Though there may be no tangible reason, the area in which a landfill <br />is located is considered by many persons to be undesirable to live in. Unfor- <br />tunately, regardless of where the landfill site is to be located, the aesthetic <br />impacts would be approximately the same. <br />Traffic/Circulation <br />Off -Site <br />Moving the landfill approximately two miles to the east will result in <br />one to two additional miles of Harney Lane experiencing the traffic loads gen- <br />erated from this type of facility. The following assumptions were made when <br />projecting traffic generation and trip distribution along Harney Lane: <br />There will be a three percent annual increase in the quantity of <br />garbage carried to the landfill throughout the study period; <br />To develop a worst-case scenario, there will be a concomitant three <br />percent annual increase in vehicular traffic to and from the proposed <br />site; <br />i <br />
