necessary to accommodate truck traffic, and to ensure public safety as passen- <br />ger autos mix with transfer rigs and container trucks. <br />On -Site <br />On-site circulation will consist of a temporary, all-weather road through <br />the center of the site, with a turnaround sufficient to facilitate managed <br />dumping of waste debris. As the landfill is utilized from the rear forward, <br />this temporary road will be shortened and new turnarounds created. Recom- <br />mented design criteria to ensure public safety and facilitate the movement <br />of traffic into and out of the site are noted in the Mitigation Measures <br />section. <br />Economics <br />There are three primary economic considerations pertinent to use of this <br />site as a landfill. In the first instance the County would experience a tax <br />loss of $444.80 (FY80-81 figures) if this property were converted to a non -tax <br />generating use. This loss, when considered as an isolated incident, appears <br />minimal, notwithstanding the delayed impact of Proposition 13. <br />The second economic consideration is the costs to be borne by the County <br />for site acquisition, site improvements and improvements to Harney Lane. Site <br />acquisition costs have not been identified yet, and will be subject to negotia- <br />tions between the property owner and the County. Similarly, the County Depart- <br />ment of Public Works has not determined the nature or extent of improvements <br />that will be required for Harney Lane, and a cost estimate has not been made. <br />These costs, plus those costs associated with on-site improvements, will be <br />drawn from the County general fund. <br />-The third economic consideration has been alluded to in an earlier dis- <br />cussion. This is the potentially deleterious economic impact to neighboring <br />landowners' property values and resale potential. This issue must be resolved <br />between the individual property owners and the County. <br />If the proposed landfill is operated in the same manner as the current <br />Harney Lane facility, the landfill will be a net contributor to the County's <br />Enterprise Fund. If this presumption proves accurate, the proposed landfill <br />will be a self sufficient facility and will contribute revenues to the County's <br />overall refuse collection and disposal operation. <br />The provision of law enforcement services to the proposed site will not <br />pose a burden upon the Sheriff's Office (see letter, Appendix A). The Linden - <br />Peters Fire District reports that there has been only one fire at the existing <br />landfill facility in the last three years that required their assistance. Pro- <br />per training of on-site personnel, coupled with adequate on-site equipment, <br />should continue to minimize the need for assistance from the Fire District. <br />Provision of fire protection services should not constitute an economic impact <br />to the County. <br />
