• The fundamental principle for minimizing erosion is to limit the <br />duration of exposure of bare soils to natural erosive forces. This <br />can be achieved by careful scheduling and limiting the extent of <br />clearing and excavating to minimize the amount and duration of <br />exposed, disturbed soil. Within the limits of reason, as much of <br />each filled disposal trench as possible should be closed and revege- <br />tated prior to significant rainfall each year. <br />• -As each trench is filled and closed, the top 18 inches of the final <br />cover should be from the stockpiled topsoil. This will permit rapid <br />^revegetation and soil stabilization. <br />• A quick, short-term vegetation stand foraerosion control may be estab- <br />lished on closed trenches -by seeding.with barley or wheat then raking <br />toOllightly into surface soil. If desired, permanent cover vegetation <br />seed, which takes longer to become established, may be seeded simul- <br />taneously for long-term protection. Table 12 should be used as a <br />seeding guide. At the time of seeding or just prior, fertilizer <br />may be applied to accelerate establishment at a minimum rate of two <br />pounds of available nitrogen and two pounds of phosphoric acid per <br />,1,000 square feet. Using a fertilizer composition of 10-10-0 (nitrogen - <br />phosphorus -potassium), this would be the equivalent to 20 pounds per <br />1,000 square feet. Seeds may be applied by hand broadcasting or with <br />a range seed drill followed with a light harrow and a seed bed roller. <br />An application of straw or wood fiber mulch to the seedbed not only <br />would aid in establishing vegetative cover, but would provide temporary <br />erosion control until permanent vegetation is established. <br />HYDROLOGIC CONDITIOJS/WATER QUALITY <br />Measures Proposed by Applicant <br />• The erosion control measures discussed in the soils mitigation section <br />will also protect surface water quality by minimizing runoff silt loads. <br />• A siltation basin will be constructed to collect all surface runoff <br />and permit suspended particulates to settle our prior to discharge <br />of runoff. All runoff collection and conveyance structures will be <br />designed for a one chance in a hundred probability storm. <br />• The top surface of the landfill will be graded so that surface runoff <br />will drain away from the refuse disposal operation. <br />• Collection and diversion structures will be constructed about the <br />periphery, as appropriate, to prevent off-site runoff from entering <br />the proposed site. <br />5G <br />
