In Sacramento, early figures indicated that it costs the City $8 to <br />process one cubic yard of finished compost (approximately two tons of <br />raw materials). It currently costs the City $3 per ton to landfill <br />that material, however, the City's landfill will be closed shortly <br />and they anticipate that it will cost the City $18 per ton to landfill. <br />Windrow composting is a relatively inexpensive operation to establish <br />and operate. In many communities, unused land is available and exist- <br />ing equipment and labor may be diverted and utilized for the program <br />Summary of Resource Conservation Alternatives <br />Refuse -to -energy as an alternative to landfill disposal requires further <br />feasibility evaluation and should be approached only if a consideration of <br />the majority of the resource conservation refuse in the County could be secured. <br />The 1600 to 1700 ton per week received at the Harney Lane Landfill is far <br />below the daily tonnage typically considered necessary to attain economies <br />of scale in operation. In addition, the issues regarding air quality impacts <br />require further resolution in order to reducd project risk to potential finan- <br />cing sources. <br />Resource conservation programs consisting of source-separation,.salvage, <br />and composting should be implemented to the extent financial feasibility is <br />established on a program -by -program basis. However, even with the most opti- <br />mistic recycling participation, the landfill will still be required. <br />
