Pa e 6 <br />#2. James Hammond (cont). <br />Staff - No toxic substances are allowed in the landfill. The <br />area of the site not used for landfill will be left as before <br />and leased for continuous agricultural use as previously noted <br />and should therefore continue to be available as a source of <br />food supply and wildlife habitat. <br />02. James -Hammond • <br />Alleged that other alternativesshould be considered for refus <br />disposal. The County could use the money programmed for the <br />new site to buy a cubing plant at the existing Harney Lane <br />Landfill. From there the cubes could be shipped or a recycli <br />facility could be constructed at the site. I <br />Staff - The advantages of materials recovery is appreciated; <br />Now -ever, the markets for secondary materials are not well <br />developed. Markets must also be in close proximity or shipping <br />costs will significantly downgrade the credits. It is felt <br />that materials recovery should be implemented only to the <br />extent that a profitable operation can be sustained. <br />Alleged that project will cause a fire hazard in the area, tha <br />burn barrels carried in moving vehicles flare up, throwing <br />sparks and flames. There is not much irrigated land to stop <br />fires, nor is there a north -south road, east of Clements Road, <br />to serve as a fire break. A range fire could spread east, <br />before a wind to the County line; spontaneous combustion of <br />methane gas from the landfill could also cause a range fire. <br />Staff - The County will have its own fire fighting plan and <br />wi7_1have a well developed at the site for fire fighting <br />requirements. The County will further have the potential <br />for fighting fires in the area as well as at the landfill. <br />A fire break 400 feet wide on the south and east will be <br />maintained as required by the State Forest Service permit <br />for the landfill operation. <br />Gas generation must be considered during design and the <br />operations of the sanitary landfill. It is the responsibility <br />of:the County to provide suitable control facilities to prevent <br />the accumulation of gases. Gas monitoring devices will <br />be installed and a continuous monitoring program will be • at the landfill. <br />
