CHAPTER ONE <br /> INTRODUCTION <br /> SCOPE <br /> In accordance with Board Order B72-2099 entitled "Harney <br /> Lane Sanitary Landfill Site" , the County Administrator ' s Office <br /> and the Department of Public Works were directed to submit a <br /> plan on the Harney Lane site no later than January 1 , 1973 • <br /> The landfill site encompasses 97 acres situated in an <br /> agricultural area south of Harney Lane between Eberhardt Road <br /> on the west and Tully Road on the east . The site is presently <br /> operated by the City of Lodi, but is financed jointly by the <br /> City and the County. <br /> The plan submitted includes the proposed operation for <br /> the remaining life of the existing site and also for the <br /> acquisition and operation of a new site to serve the north area. <br /> The plan also provides cost alternates for the comparison of <br /> costs involved for public or private operation of the existing <br /> sanitary landfill facility, and also for the public or private <br /> operation of the new site . <br /> In view of the short time allowed for the completion of the <br /> report , much of the detail has been explored only to a limited <br /> extent . A full, detailed, comprehensive report will require at <br /> least four months . Also, in order to complete the report within <br /> the prescribed time limitation, certain assumptions had to be <br /> 1 made and data had to be extrapolated. <br /> Should the findings and recommendations of the report be <br /> acceptable and any of the suggestions implemented, certain <br />
