Scope (Con't ) <br /> within the county and for all waste origination therein which is <br /> to be disposed of outside the county. <br /> The Act additionally requires plan to be submitted to the <br /> Solid Waste Management Board for approval by January 1, 1976 . <br /> The Chamber of Commerce Committee at its November 8th meeting <br /> set a proposed target date of the Spring of 1973 for the <br /> completion of the Countywide Master Plan. <br /> The Master Plan should indicate the extent and type of the <br /> total refuse program serving the entire County, the appropriate <br /> responsible administrative entity , and the method of financing <br /> the County program. <br /> The Master Plan would undoubtedly provide the answer for <br /> the existing problem at the Harney Lane site. <br /> Refuse disposal from a practical viewpoint must be <br /> considered as a total county or regional concept to be effective <br /> and economical. This philosophy has been demonstrated time and <br /> again by the programs of the progressive larger counties . To <br /> consider the Harney Lane site alone without the total ramifications <br /> of areawide approach would only dilute the advantages of economics <br /> and operational procedures and administrative procedures which <br /> will undoubtedly need to be modified in the near future . <br /> The findings and recommendations of this report undoubtedly <br /> would be duplicated at least in part by the Master Plan. <br /> It is, therefore, suggested that this report be viewed with <br /> consideration of the above time limitations and other factors <br /> effecting detailed evaluations and investigations , and the need <br /> to conform with the Countywide Master Plan. <br /> 3 <br />
