Methods of Financing Refuse bisposal of Solid, Waste (Con't ) <br /> with an annual budget of $3 . 8 million dollars . <br /> Fresno County ' s program is a joint program with seven cities . <br /> The entire program is administered by the county and guided by an <br /> Advisory Board composed of two members from each city and two <br /> members of the Board of Supervisors . The entire program is <br /> self-supporting by the fee method collected at the landfill site . <br /> San Joaquin County presently utilizes a combination of <br /> methods of financing. The City of Stockton owns and operates a <br /> City disposal site which is totally financed by revenue from a <br /> fee paid by the franchise collectors. This is an excellent and <br /> profitable venture for the City. <br /> The cities of Lodi and Tracy operate sites financed by the <br /> cities and the County. Financing is by general tax. <br /> The County by contractual arrangement operates a transfer <br /> station and a landfill site financed by the general tax. <br /> The cities of Manteca and Ripon pay the County for disposal <br /> services . <br /> The various methods of financing solid waste disposal utilized <br /> by the counties of the State are apparently workable and <br /> satisfactory . <br /> Hopefully, the master plan now being considered by the <br /> Chamber committee would provide a satisfactory method of financing <br /> for the Countywide program. The Chamber committee with <br /> representation of all the cities and the County can provide <br /> realistic input of desirable method of financing. However, a <br /> suggested method of financing will be included in this report . <br /> Obviously, a method of financing will have an effect on the <br /> 5 <br />
