CHAPTER THREE <br /> EQUIPMENT PROCUREMENT <br /> The observed deficiencies of the operations of the Harney <br /> Lane Landfill Site, as well as the Corral Hollow Site and the <br /> Foothill Site, are due partly to the use of antiquated equipment . <br /> The old worn out equipment cannot effectively spread and compact <br /> refuse as necessary to maintain complete control of landfill <br /> operations . <br /> Equipment for the daily covering of refuse was found to be <br /> P y <br /> inadequate or non-existent . As a consequence, the above operations <br /> have not totally complied with accepted standards of landfill <br /> toperations . <br /> Minimum equipment for any of the above sites would require <br /> a dozer and self-propelled scraper. The daily tonnage of under <br /> 400 could be effectively handled by a D-7 if the refuse is <br /> strictly domestic and compressible . However, demolition waste <br /> and tree stumps may overtax a D-7 for maximum efficiency. <br /> A wheel compactor is an excellent piece of equipment for <br /> maximum compaction of waste into a landfill. However, a compactor <br /> is subject to maintenance problems when used on demolition waste <br /> and stumps. It is also hazardous as to unstable operations on large <br /> solid demolition waste and tree stumps . <br /> For overall use in a landfill of heterogeneous materials and <br /> 1 in particular to sites having volumes such as these presently in <br /> this County, a type of equipment in the D-8 class is most effective. <br /> A special trash blade and ripper would be necessary for the operations <br /> at Harney Lane . <br /> - 2 - <br />
