CHAPTER NINE <br /> SUMMARY OF RECOMMENDATIONS <br /> 1 . The City of Lodi should continue the operation of the <br /> existing landfill site, pending acquisition of a new site by the <br /> County., and thereby allow the County sufficient time to gear up <br /> with the personnel and equipment required to develop the <br /> organization needed to efficiently manage the facility. Time is <br /> essential also for the completion of the County Master Plan to <br /> verify compatibility of this Harney Lane Report . <br /> 2. The County should proceed immediately to secure a new <br /> sanitary landfill site in view of the remaining short useful <br /> life of the existing facility. The procedures for the acquisition <br /> of the new landfill site are to follow the outline contained in <br /> this report . <br /> 3 . The County should initiate a geotechnical investigation <br /> of the new site. <br /> 4 . The City of Lodi and the County should continue <br /> charging a fee for an indefinite time to fully observe the <br /> acceptance of the fee by users of the. facility . Harney Lane will <br /> serve as a pilot study for possible future total fee on Countywide <br /> basis . The fee revenues should be used for the acquisition of the <br /> new site ., for site development and for new equipment . <br /> 5 . The County should consider public operation of the <br /> sanitary landfill site in view of the near equal costs presented <br /> for public versus private operation and the added advantage of <br /> better control and greater flexibility to change, pending receipt <br /> 36 <br />
