Box 1810 <br />Stockton, CA 95201 <br />Ell <br />NOV 13 1980 <br />SAN U""AL <br />HEALTH D�STR60"T <br />RE: Scope of Environmental Impact Report on North County Sanitary <br />Land Fill Site <br />This office has been retained by Marie Arizcuren, John Arizcuren and <br />Peter Arizcuren, the owners of the 320 -acre parcel which is the apparent <br />subject of the initial study and the scoping of the Environmentat, Impact <br />Report presented on their behalf. <br />The assessment of the Environmental Impact Report contained in the <br />initial study appears erroneous in many respects: <br />C. Negative Aesthetic Effect: Anyone who has viewed the existint <br />land fill site at Harney Lane would he forced to answer this question yes. <br />d. Ground Water Quality: There is no question that ground water <br />quality will be substantially affected. The only question is how broad <br />an area the degradation would affect. <br />e. Deplete Surface or Ground Water Resource: To the extent the <br />project would interfere with surface runoff patterns, it may deplete <br />surface water resources through ponding; to the extent surface runoff is <br />impaired, it may also impede ground water recharge. <br />f. Interfere with Ground Water Flow or Recharge: See (e) above; <br />also, compacting of strata may substantially interfere with ground water <br />f1 ow. <br />g. Conflict with Plans, Goals or Policies: Use of the subje <br />property as a land fill site would conflict with the San Joaquin Count <br />policy of preserving productive agricultural land and may also confli <br />with various resource policies.
