INTRODUCTION AND SCOPE OF WORK <br />The San Joaquin County Solid Waste Management Plan (SWMP) was <br />formally adopted by the Board of Supervisors in June 1979 and <br />formally approved by the State Solid Waste Management Board in <br />December 1979. One of the SWMP recommendations was that a new <br />landfill be found to replace the existing Harney Lane <br />Landfill. The County selected a site approximately 2 miles <br />east of the existing site. An environmental impact report <br />(EIR) on the Harney Lane Landfill replacement site was <br />prepared in October 1981. <br />One important aspect of an EIR is the consideration of <br />alternatives to the proposed project. The alternatives to the <br />Harney Lane Landfill replacement site discussed in the EIR <br />were the north county alternatives presented in Chapter 8 of <br />the 1979 SWMP. The County determined that since much of the <br />data used to analyze those alternatives was developed before <br />1979, then the analysis of the alternatives might be <br />outdated. Thus, to fully complete the EIR, the County <br />requested that Metcalf & Eddy review and update the north <br />county alternatives originally presented in the 1979 SWMP. <br />This report is essentially a review and update of the data and <br />cost analyses in portions of Chapters 3, 4, and 8 of the 1979 <br />SWMP that deal with Harney Lane Landfill and the north county. <br />Solid waste quantity data and forecasts for the Harney Lane <br />Landfill service area are updated as necessary for evaluation <br />of alternatives. The waste composition analysis is not <br />reviewed nor updated, since it was not used in evaluating the <br />north county alternatives. <br />01 <br />
