As provided for in Subchapter 15, Section 2559(x) , the unlined
Class III North County Sanitary Landfill will not be required to
install vadose-zone monitoring. Subsurface monitoring will focus on
ground water.
The ground-water monitoring program presented below will be in effect
(1) during the active life of the landfill , (2) during the site clo-
sure, and (3) for as long as waste at the facility poses a potential
threat to ground-water quality, according to Subchapter 15, Sec-
tion 2580(a) .
The design of this monitoring program is based on current knowledge of
the hydrogeology of the site and vicinity. During installation and
monitoring of the proposed well system, new hydrogeologic data will be
generated. If the data significantly change the current hydrogeologic
model of the site, portions of the proposed monitoring program may
have to be amended. Should that happen, an amendment to this plan
describing proposed modifications will be submitted to the California
Regional Water Quality Control Board (RWQCB) .
A. WELL LOCATIONS
The proposed ground-water monitoring system focuses on the two initial
fill modules (see Figure 5) . These modules have a total of approxi-
mately 6 years of fill capacity. The system incorporates the two
existing ground-water monitoring wells (G-1 and G-2) , plus one pro-
posed new well (G-3) . The locations of the existing and proposed
wells are shown on Figure 5. The locations of the new well is approx-
imate; it may be necessary to change the location slightly to conform
with construction or operation activities.
The well locations were selected to provide a sufficient number and
coverage of wells to yield ground-water samples that represent both
background water quality, as well as the quality of water passing the
points of compliance.
PJ9 9390207.00D 10
