The annual monitoring program described above should be conducted <br /> until waste acceptance is initiated at the site, which is proposed for <br /> 1990. This will constitute a "background" monitoring program (i .e. , <br /> three annual analytical events and analytical data from analyses <br /> previously performed at the site) . The background analytical data <br /> from all wells should be used in the development of Water Quality <br /> Protection Standards (WQPS) for the site. <br /> In developing WQPS for use in a detection monitoring program, it will <br /> also be necessary to select a statistical evaluation procedure. <br /> Subchapter 15 requires the use of Cochrane's Approximation to the <br /> Behrens-Fischer Student's t-test unless an alternate procedure is <br /> approved by the RWQCB. At this time, it is anticipated that the <br /> Student t-test will not be the appropriate statistical evaluation <br /> method and that an alternative, such as the tolerance interval method, <br /> will be recommended. <br /> Once waste acceptance is initiated, the annual background monitoring <br /> program should be converted to a routine quarterly detection monitor- <br /> ing program in accordance with Subchapter 15.
