7.0 CURRENT AND PROJECTED TREATMENT, STORAGE, <br /> AND DISPOSAL FACILITY (TSDF) CAPACITY <br /> 7. 1 CURRENT CAPACITY <br /> There are currently no commercial TSDFs in the County. However, there <br /> is a commercial Class II landfill in the County, Forward, Inc. , that <br /> accepts asbestos and designated wastes. Asbestos is disposed of in <br /> the Forward, Inc. Landfill in accordance with applicable state and <br /> federal regulations. Selected designated wastes (mainly ash from a <br /> coal generation plant) are disposed of in a separate designated waste <br /> landfill area at the Forward site. The remaining capacity of the <br /> nonhazardous landfill area is over 5 million tons (including <br /> nonhazardous municipal wastes and asbestos) . The designated waste <br /> landfill area has a remaining capacity of over 84,000 tons. <br /> 7.2 PROJECTED CAPACITY <br /> There are two proposals to establish commercial e cial hazardous waste <br /> management facilities in the County. These "proposed" facilities <br /> differ from planned" facilities in that all the discretionary state <br /> and local permits have yet to be filed by the proposing companies. <br /> If the proposed facilities were sited and permitted prior to the <br /> adoption of the CHWMP and its inclusion in the County General Plan, <br /> they would be "grandfathered" into the General Plan. If the proposed <br /> facilities were sited and permitted AfjU the Plan is adopted, the <br /> CHWMP and the General Plan would have to be amended (in accordance <br /> with Section 25199.3[g] of the California Health and Safety Code) . <br /> One proposed facility would mulch agricultural wastes (such as unused <br /> crops and free cuttings) and dry them to less than 15 percent moisture <br /> by weight in large rotary driers.
