8.0 CAPACITY NEEDS ANALYSIS
8.1 CAPACITY NEEDS, ASSUMING NO WASTE MINIMIZATION
In accordance with DHS's requirements, Table 8-1 summarizes the treat-
ment options appropriate for each waste stream and estimates the
amount of residual hazardous wastes that will result from these
treatment methods.
In the year 2000, the County is projected to generate approximately
20,482 tons (Table 6-6) of hazardous wastes, assuming that no
unexpected contingency factors occur at the county or state level . Of
this total , waste oil and oily sludges are expected to make up an
estimated 6,898 tons (34 percent) . Both these wastes require oil
recovery as their primary treatment method. Approximately 1,887 tons
of pesticide wastes are projected to be generated in the year 2000,
assuming consistent growth patterns. Pesticide wastes comprise about
9 percent of the total wastes to be generated by the County; these
wastes require aqueous treatment-organic as the primary treatment
method. The remaining waste treatment needs of the County in the year
2000 range from aqueous treatment/neutralization (an estimated
3,905 tons) to bioreclamation (for approximately 708 tons of contami -
nated soil ) .
Residuals generated as a by-product of the treatment of each waste
category were estimated by multiplying by the residue generation mul -
tipliers provided by the DHS in Table E-2 of the Technical Reference
Manual (TRM) . A projected 6,711 tons of residuals are estimated to be
generated in the year 2000 (Table 8-1) .
The actual quantities of residuals that will be generated in the year
2000 may be less than the projected 6,711 tons (Table 8-1) . A review
of 1987 waste manifest data made available by DNS indicates that among
the top 15 generators in the County, well over 50 percent of their
wastes are being recycled and treated rather than disposed of in a
PJ9 9390502D.00D 8-1 Rev. 1 11/08/88
