facility has a 15,000 ton capacity, waste oil could possibly be <br /> imported into the County. <br /> The second proposal 's plan to treat soil contaminated by petroleum <br /> products by using in situ bioreclamation has yet to begin the review <br /> process. In an initial study prepared on January 8, 1988, the project <br /> was found to have no significant impacts on the environment or the <br /> health of nearby residents. The project could treat an estimated <br /> 505 tons of soil in each treatment cycle, which lasts 2 to 3 weeks in <br /> the summer and 10 to 14 weeks in the winter. Taking the more conser- <br /> vative figures, a minimum of seven treatment cycles would occur <br /> annually, assuming normal operations. This results in an annual <br /> treatment capacity of approximately 3,534 tons of contaminated soil . <br /> Such a capacity could more than adequately meet the needs of managing <br /> the 708 tons of contaminated soil to be generated in the County in the <br /> year 2000. Soil contaminated by petroleum products could therefore be <br /> imported into the County for treatment. <br /> Table 8-2 summarizes the projected capacity data for the two proposed <br /> facilities. The waste oil recycling facility would contribute a <br /> 15,000-ton oil recovery capacity, and the proposed bioreclamation <br /> facility is projected to have an annual treatment capacity of <br /> 3,534 tons of contaminated soil . <br /> To determine th.e projected capacity of the County to meet its own <br /> waste treatment needs, the effects of several potential scenarios <br /> should be examined. In evaluating these scenarios, the two proposed <br /> facilities in the County will be assumed to file all necessary permits <br /> and receive the approval of the LAC. As noted in Section 7.0, the <br /> facilities will be "grandfathered" into the General Plan if they are <br /> permitted prior to the adoption of the CHWMP. Otherwise the CHWMP and <br /> General Plan will be amended to include the two facilities. <br /> The first scenario (Scenario 1 in Table 9-1) , the "action" scenario, <br /> is based . on the assumption that the facilities comply with all <br /> PJ9 9390502D.00D 8-4 Rev. 1 11/08/88 <br />
