coast, analogous to a regional plan formed between contiguous <br /> counties. Part of the purpose for such a plan would be to establish <br /> minimum regulations for all states so certain states would not be <br /> unduly burdened with untreated wastes with potential consequences to <br /> public health and the environment. The cost and hazards associated <br /> with long-distance transportation of hazardous wastes would have to be <br /> quantified in the formulation of an interstate plan. <br /> The third scenario assumes that the facilities do not immediately <br /> comply with regulations and are forced to delay their operation. A <br /> communication network would therefore need to be established between <br /> generators in the County and those facilities experiencing time <br /> delays, and between generators and out-of-county facilities that could <br /> temporarily accept these wastes. <br /> If such a delay burdened out-of-county TSDFs, a plan would have to be <br /> devised to (1) reduce wastes being generated in the County, (2) find <br /> alternative TSDFs out-of-county or out-of-state that could manage <br /> these additional wastes, or (3) if the proposed facilities within the. <br /> County were approved, amend the CHWMP in those areas where the facili - <br /> ties would be sited. <br /> 8.2 CAPACITY NEEDS, ASSUMING WASTE MINIMIZATION <br /> If moderate waste minimization is implemented by the year 2000, the <br /> capacity needs for the County would be correspondingly reduced. <br /> Table 8-3 presents the results of applying the DHS-approved Jacobs <br /> method for waste minimization. Overall , if waste minimization is <br /> implemented, the County' s industrial hazardous waste stream (excluding <br /> one-time cleanup wastes) is projected to be about 20,011 tons in the <br /> year 2000, rather than 20,482 tons (see Table 8-1) . <br /> Facility needs for industrial waste would be correspondingly reduced. <br /> Oil recovery facilities would need to handle 7,295 tons, rather than <br /> 7,302 tons (see Table 8-1) , if moderate waste minimization were <br /> PJ9 9390502D.00D 8-6 Rev. 1 11/08/88 <br />
