13.0 SAN JOAQUIN COUNTY HAZARDOUS WASTE <br /> ADMINISTRATION, ENFORCEMENT, INSPECTION, AND <br /> MONITORING PROGRAM <br /> The County' s organization structure of hazardous waste management <br /> activities is shown in Figure 13-1 . <br /> The Public Works Department of the County is responsible for preparing <br /> the County Hazardous Waste Management Plan. The responsibility of <br /> coordinating this program is delegated to the Solid Waste Division, <br /> which also implements the County's "Load Checking" program (see Sec- <br /> tion 18-4) . The County Planning Department oversees the land use <br /> permitting process, in accordance with AB 2948. <br /> The Office of Emergency Service (OES) was appointed by the County <br /> Board of Supervisors to be the lead agency for implementing <br /> Section 25500, Division 20, Chapter 6.95 of the Health and Safety <br /> Code. Specifically, the OES responsibilities include: <br /> 1 . Identifying businesses that handle hazardous materials and <br /> collecting Emergency Business Plans. <br /> 2. Reviewing Business Plans (approximately 1 ,300) annually. <br /> 3. Maintaining a data base of Business Plans, including chemical <br /> inventories of hazardous materials and wastes. <br /> 4. Educating businesses about hazardous materials. <br /> 5. Establishing and implementing a Hazardous Material Training <br /> Program for first responders. <br /> 6.
