underground tanks in the Count 2 611 regulated underground <br /> number of g y ( g 9 <br /> tanks) . <br /> 6.4.2 Toxic Pits Subiect to Closure <br /> Several closed toxic pit sites have been identified in the County:` <br /> (1) Arcady Oil Company, (2) Delta Truck Sales, and <br /> (3) Remanufacturing. No quantitative data are available for these <br /> closed toxic pit sites. Table 6-3 summarizes the types of hazardous <br /> wastes identified at these sites and the status of the cleanup. <br /> The Toxic Pits Cleanup Act of w 1984 (TPCA) as enacted to eliminate the <br /> migration of hazardous waste contamination from surface impoundments <br /> into water supplies. TPCA is administered by the State Water Resourc- <br /> es Control Board and the Regional Water Quality Control Boards <br /> (RWQCB) . <br /> Under the Act, owners of hazardous waste surface impoundments must <br /> submit hydrogeological assessment reports (HARs) to the RWQCB by <br /> January 1, 1988. The purpose of the HARs is to assess potential <br /> ground-water contamination associated with each surface impoundment. <br /> TPCA also requires surface impoundments located within 0.5 mile upgra- <br /> dient from a potential drinking water source or containing extremely <br /> hazardous wastes (as defined in Title 22, California Code of <br /> Regulations, Division 4, Chapter 30, Article 11) to close by June 30, <br /> 1988. All other surface impoundments must close or retrofit with <br /> double liners, leachate collection systems, and ground-water <br /> monitoring systems by January 1 , 1989, unless an exemption is granted <br /> by the RWQCB based review of the HAR. <br /> During closure, the owner/operator of a surface impoundment may b <br /> required to: <br /> PJ9 9390502D.00D 6-3 Rev. 1 11/08/ <br />
