7 <br />1 <br />r <br />11 <br />2.0 OPERATION SUMMARY <br />This section presents a detailed account of the proposed site's daily landfill pro- <br />cedures, local climate, mitigations for noise, odor, and other nuisance factors, <br />and compatibility with adjacent land uses and state and local regulations. <br />2.1 DAILY OPERATING PROCEDURES <br />The North County Sanitary Landfill, proposed as a Class III facility replacement <br />for the existing Harney Lane Sanitary Landfill, would be open 7 days per week, <br />7:00 a.m. to 5:00 pl., 362 days per year. These hours are subject to adjust- <br />ment depending upon site use. The design capacity of the facility is approxi- <br />mately 17,300,000 cubic yards. <br />The waste quantity received at the new site would be similar to that currently re- <br />ceived at the Harney Lane Sanitary Landfill in 1988 (124,901 tons). An average <br />of 347 tons per day were received in 1988 with a daily peak of approximately 620 <br />tons per day. The new site .is initially expected to receive approximately 2,500 <br />tons of nonhazardous solid waste per week (350 tons per day, 127,800 tons per <br />year) with daily peak loads of 770 tons per day. This waste quantity for 1990 is <br />expected to increase 3 percent annually, based on waste patterns at the Harney <br />Lane Sanitary Landfill. <br />The new site will have a gate house and truck scale to record and inspect in- <br />coming wastes and collect disposal fees. A maintenance building with sanitary <br />facilities and parking for landfill personnel and visitors will be included in the en- <br />trance area. A gate will be installed on the access road from Harney lane to pre- <br />vent unauthorized entry to the landfill. Signs will be posted identifying the site <br />operator, hours of operation, types of material accepted, and charges for dis- <br />posal. <br />A permanent, separate, paved unloading area will be provided for small vehicles. <br />These vehicles will unload into large bins which will be transported to the landfill <br />working face using landfill equipment.
