Roadways included in the noise monitoring analysis were State <br />Route 88, Jack Tone Road, Harney Lane, Clements Road, and the landfill access <br />roadways. <br />Table 2-1 summarizes predicted noise levels near the project and the existing <br />Harney Lane Sanitary Landfill. Based on these data, closing of the existing land- <br />fill and opening the North County Sanitary Landfill site will produce almost no in- <br />crease in current traffic noise conditions. Homes between Tully Lane and the <br />NCSL site will experience a 1- to 2 -dB increase in traffic noise levels. Homes <br />east of the new site will experience little change in traffic noise conditions. Land- <br />fill operations generally will be restricted to between 6 a.m. and 6 p.m.. A <br />100 foot -wide buffer will be maintained around the east, west, and south sides of <br />the landfill. The north end of the landfill will be about 1,000 to 1,800 feet south of <br />Harney Lane. <br />2.9 COMPATIBILITY WITH FIRE REQUIREMENTS, ADJACENT LAND USE, <br />COUNTY SOLID WASTE MANAGEMENT PLAN AND COUNTY GEN- <br />ERAL PLAN <br />Existing equipment will use soil to smother fires. In addition, fire breaks will be <br />established during dry months. An on-site well will provide water for water trucks <br />used in fire fighting. The on-site water truck used for maintenance of dust on <br />roads has a 3,000 -gallon capacity. Additional water trucks are also available. <br />According to Chief Peter Mohl (Linden -Peters Fire Protection District), if the pro- <br />posed landfill is operated similarly to the Harney Lane Sanitary Landfill, the fire <br />district does not anticipate an impact on fire services. <br />The area around the site is designated GA -40 (general agriculture with a 40 -acre <br />minimum parcel size). Primary land use activities in the surrounding area include <br />livestock grazing, crop cultivation (chiefly grapes) and residential use <br />' (approximately 20 residences are located within a 1 -mile radius). The entire site <br />is currently leased by the original site owners. The two on-site residences may <br />' be vacated if problems arise (see Figure 5-1).
